Gangtok, Jan 26 (PTI) Promising good governance to facilitate all round economic development in Sikkim, Chief Minister Pawan Kumar Chamling today said the progress should be measured in terms of per capita happiness.
"Sikkim stands atop the happiness index if there is to be a mechanism to measure the development and the empowerment of the people," Chamling said in his message on 6Ist Republic Day.
The state government felt duty bound to empower the people to enjoy their rights and privileges, he said and reminded the people of their responsibility to strenthen the democratic fabric by inculcating a strong sense of ownership in the development process in the state.
